MAIN ACTIVITIES, ACHIEVEMENTS & WORKING

The Registrar, Cooperative Societies, UT, Chandigarh register various types of Cooperative Societies under the provisions of the Punjab Cooperative Societies Act, 1961 and the Punjab Cooperative Societies Rules, 1963 (as applicable to UT Chandigarh). The process of registration is being carried out by the Additional/Joint Registrar, Cooperative Societies, UT, Chandigarh (Exercising the powers of Registrar, Cooperative societies, UT, Chandigarh).

DELEGATION OF POWERS

Under the provisions of Sub Section 2 of Section 3 of the Punjab Cooperative Societies Act, 1961 (as applicable to U.T., Chandigarh) amended up to 01.11.1966, His Excellency-the Administrator, U.T., Chandigarh being Government appoint the Registrar, Cooperative Societies and also confers on such powers. At present the Deputy Commissioner has been appointed as Registrar, Cooperative Societies, UT, Chandigarh and also the Administrative Secretary i.e. the Secretary Cooperation. The Govt. has further appointed the Additional Registrar and at present the Additional Deputy Commissioner has been appointed as Additional Registrar and further Assistant Registrar, Cooperative Societies.

 

The main activities of the Cooperative Department are to take all possible steps to bring socio-economic development among the people of the Chandigarh with the help of formation of different kinds of Cooperative Societies. The Chandigarh Administration allotted land to Cooperative House Building Societies in three phase’s i.e:-


1. In the year 1984 i.e. first phase, independent plots were allotted to 17 Cooperative House Building Societies in Sector 42, 44 and 46.
2. In the year 1994 i.e. second phase flats were allotted to 58 Cooperative House Building Societies in Sector 48, 49, 50 and 51.
3. In the year 2002 flats were allotted to 56 Cooperative House Building Societies in Sector 48, 49, 50 and 51.

There are (approx) 6700 members in the Cooperative House Building Societies who has been allotted flats under the Scheme called ‘the Chandigarh Allotment of Land to Cooperative House Building Societies Scheme 1991’ and to legalize their flats, the Chandigarh Administration floated the scheme on 14.11.2018 called ‘the Chandigarh Scheme for Transfer of Flats/Dwelling Units in the Cooperative House Building Societies 2018’ and under this scheme this office has accorded (approx) 5500 permissions to the members of the Cooperative House Building Societies for execution of their Sub Lease/Conveyance Deed of their flats.

In addition to the above, there are also 116 non allottee Cooperative House Building Societies having sufficient number of members registered with them. The members in these societies were those who have either not opted for allotment of land to them, but a meager number of societies are functional.

There are nearly 96 Cooperative Urban Salary Earners Thrift & Credit Societies which raises loan to the employees/members for which these societies have been registered.

There are also Cooperative Agriculture Service Societies, Industrial, Labour & Construction, Transport, Non Agriculture Thrift & Credit Societies, Dairy Societies etc but a meager number of societies are functional.

Beside above the following are the functional Apex Institutions:-

1. The Chandigarh State Cooperative Bank Limited, Chandigarh.
2. The Manimajra Cooperative Marketing-cum-Processing Society Ltd, Chandigarh.

ADMINISTRATIVE STRUCTURE

  • Sh. Rupesh Kumar, IAS, Registrar Cooperative Societies, UT, Chandigarh. He is the Administrative Secretary as well as Head of the Cooperative Department.
  • Sh. Sanyam Garg, HCS, Joint Registrar Cooperative Societies, UT, Chandigarh. He is the Head of Office and Appellate Authority under the RTI Act, 2005 with additional charge.
