The Deputy Commissioner-cum-Director, Civil Defence, Chandigarh is the controller of Civil Defence Organisation. The office of the Deputy Commissioner, U.T, Chandigarh has been entrusted with the responsibility of looking after all matters that fall within the ambit of Department of Disaster Management for Union Territory, Chandigarh. During crisis, in the absence of Deputy Commissioner, ADC or any other officer on duty at that point of time shall remain in overall charge of the Control Room. The person in charge of control room shall be personally responsible for implementing the Standard Operating Procedure as indicated hereafter and sign on behalf of the Collector on all reports & act on each point of SOP for effective management of the situation.
Chandigarh is under seismic zone IV which makes it highly susceptible to Earthquake. Chandigarh district is also vulnerable towards other natural and manmade calamities like, Floods, Storms, Cold Wave, Fire, Accidents and Chemical and Biological threats. The Disaster Management Plan is an integral part of any development activities and its need in multi-hazard-prone urban cities has always been recognized as that of prime importance. In view of the potential vulnerabilities associated with Chandigarh city, District Administration has prepared a City Disaster Management Plan to deal with different risks in an organized multidisciplinary approach involving all line departments and agencies besides Organising warden service and constituting Disaster Management Cell. Further the Civil Defence Organisation of Chandigarh could ideally be tasked as a Chandigarh Disaster Management Force which surely supplement efforts engaged in mitigating and salvaging any disaster like contingency arising in the city. I am sure the plan will be alleyway to district officials in ensuring city to stay less disaster risked. I further believe that this Disaster Management Plan will be reviewed constantly from time to time.
