Agricultural Census is a programme of national significance. India has been conducting Agricultural Census on quinquennial basis since 1970-71. The census provides information on the structural aspects of Indian Agriculture and based on the land records. The census on operational holdings is conducted by the States/UTs under the supervision and guidance of the Government of India, Ministry of Agriculture & Farmer’s Welfare with base year after five years. The State Agricultural Census Unit organizes and monitors the work of Agriculture Census under the guidance of Senior State Officer designated as Agricultural Census Commissioner.
It has two parts Agricultural Census and Input Survey and is implemented in three distinct phases, which are statistically linked together but focus on different aspects of agricultural statistics. In phase–I, data on primary characteristics of operational holdings is collected. In phase-II, data on characteristics of holdings and in phase-III, data on input use pattern of operational holdings are collected, which describe the structure and characteristics of agriculture sector in India as a whole. Agricultural Census data is used for preparing agricultural policies, developmental planning and establishing national programmes by the Government of India. India has so far conducted ten Agricultural Censuses and nine Input Surveys. Eleventh Agricultural Census with reference year 2020-21 is under process.

Agricultural Census is a Central Sector Plan Scheme and the expenditure under the scheme is borne by the Government of India, Ministry of Agriculture & Farmer’s Welfare, New Delhi.
