SPORTS WING SCHOOLS SESSION-2006/2007.

Facilities/Concession by the Chandigarh Administration.

The Sports Department will provide Rs.25/- for non hostler as refreshment and Rs.50/- for hostler, in which Rs.25/- as refreshment and Rs.25/- as mess diet charges from 1.8.2006 to 31.1.2007.

Terms & conditions:

  • Full fee concession and other facilities may be provided to the selected players by the concerned institution as per the norms subject to condition that players of the Wings will have to attend daily morning & evening sessions of training in the concerned coaching center. After due verification by the concerned Head of the Institution/Coach and P.E. Teacher of the School, Payment of mess diet charges shall be released to the concerned Institution on the receipt of requisite bill on the prescribed proforma.
  • It is compulsory for all the players to attend one and a half hour training in the morning and 2 hours in the evening at the premises of the concerned Schools from 1.8.2006 to 31.1.2007 under the direct supervision of the Lecturer in Physical Education/DPE's.
  • In case of non-attendance or improper supervision Sr. most lecturer in P.E./D.P.E. shall be liable to be responsible. The name of the lecture DPE's/PTE's may be intimated by the Principal alongwith first month's bill who is conducting training in morning session in whose supervision the training is being held in evening session. Non submission of the same tentamounts to non-acceptance of the bill thereby ceasure of the sports wing. (Specimen Proforma is added as Annexure).
  • Any member of the Sports Wing found absent continuously for one week without prior permission of the Principal of the School, would loose the seat in the Sports Wing.
  • For School student, refreshment charges mentioned in Para A(i) above would be admissible from 1.8.2006 to 31.1.2007 excluding Sundays and Gazetted Holidays, Autumn and Winter vacations (unless the players of the Sports Wings shall undergo a coaching programme during the said vacation/off day period) training and participation in competitions.
  • The refreshment amount is permissible from the date of receipt of final selection in the department. The institution would provide adequate ground facilities and equipment of consumable (expendable) nature such as balls, rackets and shuttles cocks etc. to the players.
  • Sports Wings are liable to be withdrawn or cancelled if the performance is not maintained or improved upon. A session to session analysis be made by the Chief Co-ordinator and shall be reported accordingly. (Institution-wise).
  • At the time of admission to the sports wing of the Schools, the players should have minimum standing of first three positions in the State level, Inter School/State Open Championship(s). Relaxation would be given by the Committee to the players, whose present performance is outstanding in the trials with the prior approval of the Joint Director Sports.
  • Monthly attendance sheet proforma in the form of booklet containing 9 pages i.e. August to January would be given to all the institutions by the Sports Department by 15.08.2006.. The same be duly filled in by the Lecturer in Physical Education/DPE's alongwith the bill/receipt of their contractor/canteen. The source of refreshment duly attested by the Principal concerned should be submitted to the Director Sports, Sports Department, Sector-42, Chandigarh in the D.S.O. Office latest by 5th of every month. DSO Office should get it verified and countersigned it from the coordinator and the Chief Coordinator respectively.

IMPORTANT:

  • Please note, no bill shall be entertained after the stipulated date i.e. 5th of every month and the liability of which shall be of the institution concerned. Non receipt of bill etc. tentamounts to cancellation of the Sports Wings.
  • Failure would not be eligible for sports wing for the next academic session.
  • List of the selected players for admission to the various Sports Wing would be finalized on the day of trials by keeping 30% of the allotted seats as waiting list/standby.
  • It is binding on the part of the Institution that all the players of Sports Wings would participate in the U.T. Championships in respective games. In case of selection of National Championships, they should be available in Chandigarh, an undertaking to this effect shall be taken from the players duly countersigned by the Head of the Institution of August, 2006 positively. (Specimen as annexure).
  • Chief Coordinator/Coordinator(s) should ensure that the requisite instructions be carried out in the true spirit and rightful manner.
  • Weekly checking shall be carryout by the Coordinator of Sports Department alongwith detailed report, which shall be countersigned by the Chief Coordinator. Head of the Institution must send the Annexure-C giving full details regarding training, centers/timings etc. alongwith final list of the sports wings may be alongwith Ist month's bills. In case of any change, prior approval from DSO should be obtained.

Selection Committee:

The Selection of the players to the Sports Wing would be made by the Committee.Following are the Members:-

  • Principal/Head of the Institution.
  • Shri J.S. Negi, District Sports Officer, Chandigarh Administration (Overall Incharge of Sports Wings).
  • Shri Amarjit Singh, Chief Co-ordinator, Sports Wings (Schools).
  • Lecturer in Physical Education/DPE/s of the School.
  • Coach(es) of concerned game.

SPORTS WING (COACHING CENTRES) 2006-07

Facilities/concession by the Chandigarh Administration.

  • The Sports Department will provide Rs.25/- for non hosteller as refreshment and Rs.50/- for hosteller (resident students), in which Rs.25/- as refreshment and Rs.25/- as mess diet charges from 1.8.2006 to 28.2.2007.
  • Full Fee concession and free lodging may be provided to the selected players by the oncerned institution as per the norms. Selection trials shall be held at the respective coaching centers as per the schedule finalized by the Sports Department.
  • The selection shall be held at various coaching centers in various disciplines of sports, as per the schedule attached (Annexure). The selected players, who are bonafide students of Colleges/Schools (Sr. Secondary only) shall be eligible for sports wing.
  • In case of residents, bonafide College students, it is mandatory for them to attend daily morning & evening sessions of training at their concerned Coaching Centre/Institution. Besides the daily refreshment at the center, resident would be provided mess diet charges @ Rs.25/- per day or actual which so ever is the less. The payment of resident players shall be released to the concerned Head of the Institution on the submission of monthly bill latest by 5th of previous month. However, payment shall be released as per the actual attendance of the resident sports wing players at their respective coaching centers during the evening session.
  1. Morning Training Session. The College resident players should have their morning training session in their respective Institutions and attendance to this effect shall be verified by the Head of the Physical Education Department and also be duly countersigned by the Head of the Institution, be submitted alongwith the monthly refreshment/mess diet bill.Head of Institution shall intimate the morning training timings in writing upon the finalization of the selection.
  2. Evening Training Sesssion. It is mandatory for a resident College players/other Sports Wing players of a concerned Coaching Centre to attend evening training sessions daily from 1.8.2006 to 28.2.2007. (Except gazetted holidays etc.).

Terms & conditions:

  • It is compulsory for all the players to attend three hours training i.e.4.00 p.m. to 7.00 p.m. in the evening at their respective coaching center of Sports Department from 1.8.2006 to 28.2.2007 under the direct supervision of the Coach concerned.
  • Any member of the Sports Wing found absent continuously for one week without prior permission of the Coach concerned would loose the seat in the sports wing. On the absence of Coach, Manager will look after the attendance, etc.
  • For student(s) refreshment charges mentioned in Para A(i) above, would be admissible from 1.8.2006 to 28.2.2007 excluding Autumn and Winter vacations (unless the players of the Sports Wings would undergo a coaching during this period) and participating in competitions.
  • The refreshment is permissible from the date of final selection. Department would provide adequate ground facilities and equipments of consumable (expendable) nature such as balls, bats, rackets and shuttle cocks etc. at their respective coaching centers to the Sports Wing players as per the availability.
  • At the time of admission of the Sports Wing, the performance of the players should be outstanding in the trials. Preferably the students must achieve first three positions in the state championships atleast.
  • The monthly attendance sheet proforma in the form of booklet containing 8 pages i.e. August to February would be collected by respective Coaches of the Sports Department latest by 31.07.2006. The same shall duly filled by the Coach of the Department and be submitted to the Manager concerned for onward submission to the DSO for verification latest by 5th of every month.
  • It is mandatory for respective coaches to maintain daily attendance register. Daily requisition also be given to the Manager of the concerned stadia. Accordingly, he would also maintain the stock register also. The supply of refreshment should be looked after by the DSO/DSO Office as per pre-requisition through the Managers/Coach Incharge. Receipt Register & its issuance thereby shall also be maintained by the Manager/Coach concerned.

Important:

  1. Centre wise distribution chart shall be prepared by the DSO/DSO Office.
  2. It is the duty/responsibility of the Manager/Coach Incharge to provide adequate and well maintained playing facilities to the sports wing players. Non compliance shall tentamounts to disciplinary proceedings and be recorded in the annual appraisals.

Note: For resident College Sports Wing players, their Head of Physical Education Department would collect the Attendance Sheet from District Sports Officer to submit their attendance etc.

  • IMPORTANT: No bill shall be entertained after the stipulated date i.e. 5th of every month and it shall be the liability of concerned coach/Institution.
  • Failure would not be eligible for sports wings during the next academic session.
  • It is binding on the part of all the Sports wing players to participate in U.T. Championships in their respective games. In case of selection for National Championships they should also be available for Chandigarh teams. An undertaking to this effect be taken by the coach concerned duly countersigned by the concerned Head of the Institution of the players which should be submitted alongwith the training timings report. (Specimen is added).Periodical progress report(s) of the players indicating the performance as per the prescribed proforma Annexure-B must be submitted to the DSO on 31.10.2006 to 28.02.2007 respectively.

NOTE:

  • The DSO/overall Incharge must ensure that the requisite instructions must be carried out in the true spirit and rightful manner.
  • The DSO is the overall Incharge of the Sports Wings (Coaching Centres).
  • Coordinators should submit detail report(s) alongwith attendance of their visits to the respective centre(s) on weekly basis alongwith attendance summary etc.

SPORTS WING (SPECIAL TALENT SCHEME U-14 YEARS)2004-05

Facilities/concession by the Chandigarh Administration.

  • The Sports Department will provide Rs.25/- per player per day as refreshment from 01.08.2004 to 28.2.2005.
  • A selected player shall be given two playing kits, alongwith one track suit amounting to Rs.1500/- in a year.
  • Rs.3500/- will be given as special cash in center, who so ever attends more than 80% in morning and evening training sessions in the coaching center under direct supervision of their respective Coach.

Statutory Riders.

It would be the entire responsibility of the concerned Coach to pay extra attention to the said Sports Wing player. He/She should be tested periodically on certain fitness, doping, psychological, skill (fundamental and advance skill tests)etc. monthly, quarterly, six monthly and annually. A complete detail of said talented sports wing player be mentioned necessary action at their end. (special training schedule training be submitted for such sports wing player)

The concerned Coach should furnish an undertaking that the said Boy/Girl shall definitely achieve first three positions in the National or Open National or selected for India Camp or will done India colours on his/her age group category within the said financial year or it may be extended for another financial year on the specific recommendations of the concerned Coach. In case of no performance as expected, no cash incentive shall be released to the said player and would be initiated against the concerned coach and entries would be made in the service record.

  • Any member of the Sports Wing found absent continuously for one week without prior permission of the Coach. In case of non availability would loose the seat in the sports wing. In the absence of Coach, Manager/Supervisor/Coach will look after the attendance etc.
  • For student(s) refreshment charges mentioned in Para A(i) above, would be admissible from 1.8.2004 to 28.2.2005 excluding the period of Autumn and Winter vacations (unless the players of the Sports Wings would undergoing a coaching during this period) and participating in competitions or is away attending coaching camps.
  • The refreshment is permissible from the date of final selection i.e. 1.8.2004 in the Department. The Department would provide adequate ground facilities and equipments of consumable (expendable) nature such as balls, bats, rackets and shuttle cocks etc.
  • At the time of admission of the Sports Wing, the performance of the players shall be outstanding in the trials. He/she should rank in the first three positions in the State Meets/National Participation. Performance of receding two years shall only be considered.
  • The monthly attendance sheet proforma in the form of booklet containing 8 pages i.e. August to February would be collected by respective Coaches of the Sports Department latest by 31.7.2004. The same duly filled by the Coach of the Department will be submitted to the Manager/Supervisor concerned which would be submitted to the DSO for verification latest by 5th of every month.
  • It is mandatory for respective coaches to maintain daily attendance and daily requisition for refreshment be given to the Manager/Supervisor of the concerned stadia. Accordingly, he would maintain the stock register also. The supply of refreshment should be looked after by the DSO/DSO Office as per pre-request.
  • Failed students would not be eligible for sports wing during the next academic session.
  • It is binding on the part of all the Sports wing players to participate in U.T. Championship in their respective games. In case of selection for National Championships they should also be available to represent Chandigarh teams. An undertaking from the players would be required to be furnished to this effect.
  • No bill shall be entertained after the stipulated date i.e. 5th of every month and its liability shall lie with the concerned coach.

NOTE:

  • Selection shall be made by a coach himself during selections of sports wings players under Coaching Centre scheme. Whose fell credential shall be submitted to the DSO/Monitoring & Evaluation cell for record etc.
  • The DSO must ensure that the requisite instructions be carried in letter and spirit.
  • The DSO is the overall Incharge of the Sports Wings (Special talent scheme) and would be responsible for its proper implementation.
  • In case of positive results coach concerned would be honoured with additional benefits of entry into ACR's, track suits, playing kit & shoes and special appreciation certificate.

SCHOLARSHIP SCHEME

The Sports Department under this scheme award scholarship to the players, who got First position in the following games ie. Athletics, Badminton, Basketball, Boxing, Cricket, Cycling, Football, Gymnastics, Hockey, Handball, Judo, Kabaddi, Kho-Kho, Tennis, Skating, Table Tennis, Weight-lifting, Swimming, Volleyball, Rifle Shooting, Rowing, Sailing/Yachting, Canoeing, Takewondo, Archery, Golf, Squash, Skiing, Softball, Billiard/Snooker( Notified by the Sports Department, Chandigarh Administration) by inviting the applications every year during the month of July and upto 15th September, on the prescribed Performa (attached) for the award of scholarship for the particular year by circulating a circular to all the Principals of Colleges in U.T. Chandigarh, the District Education Officer, UT, Chandigarh, Secretaries of State Sports Associations and Director Sports (Men & Women), Panjab University and coaches of Sports Department, UT, Chandigarh for forwarding of applications to outstanding players, who have represented U.T. Chandigarh during the period ( i.e. 1st April to 31st March) and attained First position in Junior/Sub Junior/Mini Nationals, State level tournaments i.e. Senior, Jr. & Sub Jr. State and National Championship, Inter-College tournaments conducted by P.U. and UT State School Tournaments (Sr. & Jr.), in the above said sports and games. The scholarship awarded @ Rs.1000/- P.A to senior players and Rs.600/- P.A to junior players A Screening Committee constituted to screen the applications of eligible players. The above said Screening Committee constituted by the Sports Department, Chandigarh Administration vide order No. DS-UT-SDB-2006/ 11343-48 dated 05.10.2006 comprising of following members, 1. Joint Director Sports, Chairman, 2.Shri T.S.Bawa, Olympian Hockey Players-Member, 3.District Sports Officer-Member, 4. Coach -cum- Incharge Youth Affairs, Member, 5. SAI senior most coach posted with the Sports Department and 6. Coach of the concerned game. Forms are also available with the DSO office.
